Board Facilities Management Resolution

During the 2013-14 school year, the Penns Valley Area School District conducted a complete review and update of the District’s Comprehensive Plan. This process involved over fifty individuals, including over twenty five community members at large. The Finance and Facilities Committee conducted an in depth review of the District’s long-term fiscal and physical plant needs. The following resolution is being adopted in support of the long range initiatives discussed by the Finance and Facilities Committee. 
 
A RESOLUTION OF THE PENNS VALLEY AREA SCHOOL DISTRICT SCHOOL BOARD OF DIRECTORS REGARDING THE PHYSICAL PLANT INFRASTRUCTURE PRIORITIES RELATED TO DISTRICT OPERATIONS 
 
 
Whereas, the Penns Valley Area School District is committed to quality education for all District students that incorporates safety and security technologies, as defined by the District’s Comprehensive Plan; and 
 
Whereas, the Penns Valley Area School District is committed to maintaining quality facilities, equipment and athletic fields which complements the academic and athletic programs within the fiscal realities of the District; and 
 
Whereas, a strong, long-term fiscal base is required to ensure integrity for the District’s infrastructure planning, to include physical plant upgrades, renovations, and new construction projects to support educational opportunities our students need and deserve; and 
 
Whereas, the uncertainty of state support of education and the legislative limits imposed on school district’s local funding initiatives by Act 1 and other legislation, have created uncertainty with annual school district budgets; and 
 
Whereas, an optimal budget will maintain a high quality floor care maintenance program, general building cleanliness, sustain finished surfaces, preserve pavement and sidewalk safety throughout the District that supports our infrastructure comprehensive planning; and 
 
Whereas, long range facilities planning is a necessary tool for the District to prioritize physical plant environmental management to ensure quality health and wellness; and 
 
Whereas, the long term plans for preventative equipment maintenance and the investment in building energy efficiencies through emerging technologies and automation, will help reduce annual costs; and 
 
Whereas, the funding of long range physical plant initiatives may require a combination of current year funding, and short and long term debt; and 
 
Whereas, the Penns Valley Area School District places a high value on academic achievement, financial accountability, and operational transparency for educating students at public expense; and
 
Whereas, the District must be cognizant of its debt capacity and how to optimize the use of debt; and 
 
Whereas, to meet the long term needs of the District, interim tax increases may be necessary, even in years when the immediate upcoming budget year may not require a tax increase. 
 
 
Now Therefore, Be It Resolved that the Penns Valley Area School District School Board of Directors is now, and in the future, committed to maintaining quality buildings, modern-day equipment, well maintained athletic facilities and the support infrastructure required to meet the District’s Comprehensive Plan and other long range objectives. 
 
Be It Further Resolved that the Penns Valley Area School District directs its Superintendent and Director of Physical Plant to prepare and recommend annual and long range physical plant plans to the Penns Valley Area School District School Board of Directors that are in keeping with District’s Comprehensive Plan and other long range objectives.
